CarobyCM will conduct a detailed Feasibility Study to assist in developing a project budget, schedule and requirements for initiating a project. This feasibility study includes a conceptual design, site investigation such as geotechnical and utility infrastructure, cost estimating including construction costs, project management fees, financing requirements and investigation into any issue that will have an effect on the outcome of the project. We will generate a report to indicate if the project is feasible and what will be required to move forward with the project.
Our Leaders will employ Value Engineering to evaluate construction methods and materials to determine which have the net result of reducing costs, consistent with specified performance and financial goals.
We utilize a CSI Master Format system of numbers and titles for organizing construction information into a regular, standard sequence. By establishing a master list of titles and numbers the Master Format promotes standardization and thereby facilitates the retrieval of information and improves construction communication. It provides a uniform system for organizing information in project manuals, for organizing project cost data, and for filing product information and other technical data.
CarobyCM can produce all required Quantity Take-offs by our estimators to acquire the detailed measurements of material and labor force needed to complete the project. This helps the project developers to have full knowledge of what to expect during the construction phase.
In addition, we can manage the Submittal / Transmittal process to the Authorities Having Jurisdiction with shop drawings, material data, samples, and product data, which are required by architects and engineers to verify that the correct products will be installed.
Prior to beginning field work we will produce a complete Work Breakdown Structure to delineate work into manageable portions so that each level of the WBS is readily understood by the project team. Our Project team creates this WBS by analysing the major contract deliverables and then dividing them into sub-deliverables. This dividing process is continued until each task is assigned to a single person or element.
We develop a detailed work plan to identify and adhere to the Critical Path activities that must be completed on time for the project completion date to be met, as these activities have no slack time. Our baselines are used to measure the performance of the project from the perspectives of schedule, cost and scope.
The CarobyCM Quality Assurance program defines the approach to prevent errors and departures from requirements at the project level. Our Quality Control audits and inspections certify that the QA program is effective, and the deliverables are accurately achieved.
The Caroby Contract Administrators successfully negotiate contractual matters directly with Contracting Authorities to the benefit of our Clients with extensive knowledge of the Federal Acquisition Regulations and other relevant contracting guidelines including the DOS FAM and FAA, while minimizing administrative operating costs.
We can produce or modify the project Scope of Work as requested through consultation with relevant project personnel and define the actual work to be done, to be presented to the Client either on a drawing or as a separate document, or both. Also included will be a suggested set of General Conditions as set forth by the owner stipulating the contractor’s minimum acceptable performance requirements including the rights, responsibilities and relationships of the parties involved in the performance of the contract.
CarobyCM can perform under a variety of contracting vehicles to include:
- JOC – Job Ordering Contracting (JOC) is a way for organizations to get numerous, commonly encountered construction projects done quickly and easily through multi-year contracts. JOC can reduce unnecessary levels of engineering, design, and contract procurement time along with construction project procurement costs by awarding a long-term contract for a wide variety of renovation, repair and construction projects.
- Design-Bid-Build – The Client may contract with a design firm to design a building and then solicit bids from contractors to build. Contractors typically solicit bids from several subcontractors in order to obtain accurate costs and schedule proposal to submit. Usually the lowest priced technically acceptable bids are selected.
- Design-Build – In the Design-Build project delivery model, the Client contracts solely with CarobyCM to manage both the design and construction on a project. This promotes early collaboration in the design phase to reduce risk during the construction phase and avoids conflicts between multiple teams involved. It is a project delivery system in which the design and the construction are considered single-point-responsibility, with the goal of reducing costs and delivering the project on time.
- Integrated Project Delivery (IPD) – In an IPD model, CarobyCM, an architect, and a Client enter into a single multi-party contract which spreads the risk and incentives among all the stakeholders.
- Integrated Labor Delivery (ILD) – CarobyCM manages subcontractors who perform 80-100% of the labor on the construction project. An Integrated Labor Delivery model brings the labor component closer to the IPD framework resulting in this component beginning at the design stage. ILD streamlines the process from design through prefabrication and assembly and presents a united framework to a Client.
CarobyCM will produce the Schedule of Values to list the work items on a project corresponding with their value to represent the entire amount of a construction contract. We utilize this schedule of values in conjunction with processing pay applications on behalf of our Client if requested.
We emphasize and educate on the FAR (Federal Acquisition Regulations) and the importance of strict compliance with these laws, with a full understanding of the penalties for non-compliance.
The USGOV is looking for a performer, not a middle man. A contractor must be prepared and dedicated to delivering on contractual obligations. CarobyCM will help to clearly identify a new firm’s capabilities so that you do not take on more than you can handle in the first project. The first project for a new firm should be successful.
